Cameroon's new land policy is implemented: projects over 10 hectares require a "non objection letter" from the chief

The Ministry of National Property, Surveying and Land Affairs (MINCAF) of Cameroon has issued a circular stating that from December 26, 2025, any application for land registration/concession rights of more than 10 hectares must be accompanied by a "non objection letter" issued by a first level traditional chief.

The Ministry of National Property, Surveying and Land Affairs (MINCAF) of Cameroon has issued a circular stating that from December 26, 2025, any application for land registration/concession rights of more than 10 hectares must be accompanied by a "non objection letter" issued by a first level traditional chief.

  • Traditional chiefs have veto power over large-scale land projects, and government permits are no longer effective separately.
  • The government plans to set a limit on individual/corporate land holdings to combat land speculation.
  • Require developers to incorporate community development into project planning and establish a regular communication mechanism with chiefs and elders.
